On Sending Materials & Money to the Poor and Backward Countries
    Nowadays, many international rescue organizations send denoted materials and money to poor countries. I should say that this conduct is basically reasonable. First, it helps to the national material distribution. In rich countries, people have extra money and they have the ability to help others. On the other hand, the people in poor countries are in great need of money and material. Therefore, it is a good method to solve the problem. The function of these resuce organizatins is to collect such rescue materials and money to send them to the poor.
    However, as we know, everything had its bad side. When such resuce materials enter the poor countries, for example, they send much rice to a country which is in every need of rice and where rice price is very high, can you imagine what will happen? The rice price in this country will fall down, thus the local agriculture will be influenced and the local farmers will suffer from a great loss, which will create an ill cycle, thus the country＇s economy will not get better but get worse by foreign resuce.
    The key to this problem is to control the amount of rescuing material and keep it in a rational degree. Subsequently, this reasonable system will exert better function.

    现在，有很多国际救援组织将捐赠的物品和金钱送给贫穷国家。我想说这种举措基本合理。首先，这一做法有利于物质的合理分配。富有国家的人们有多余的钱，他们有能力帮助别人；另一方面，贫穷国家的人们对金钱和物质有大量的需求。所以，这是解决这一问题的一个好办法。这些国际救援组织的作用是收集救援物资和资金，送到贫困国家的人员手中。
    但是我们知道每件事都有不利的一面。当这些国际救援物资进入贫困国家时，例如，他们将大米送到大米匮乏且米价又高的国家，你能想像接下来会发生什么吗?那个国家的米价下跌，当地的农业受到影响，农民损失惨重，从而形成了恶性循环。由于这些国外援助，国家经济非但没能好转，反而越来越糟。
    问题的关键是控制救援物资的数量，使它们保持在合理的范围内，这一合理制度才能更好地发挥作用。
